RUC Runtime Error 5 fixed

I have had the Runtime Error - 5 error from 1.2.9 to 1.3.4 on couple of different Windows XP machines. After trying all sorts of different troubleshooting methods one thing worked for me: make sure the "Language for non-Unicode programs" is the same as your primary language settings. or set it to US...

If "printenv" returns data, then there is no problem.
How can I restore the /proc/ticfg/env? I have a backup from RUC. Thanks.

the RT2.6 is running pretty well. But I found one thing seems not right: the /proc/ticfg/env is empty, it is 0 size. Is this a problem? If so how do I restore it?

Another thing I found with the RT2.6 is the Status LED will stop flashing after a while and became constantly on.
