I don't know this router or the Linksys UI - but it is not unusual for an Ethernet router to have entries in the arp table for a cable modem and ISP Gateway - these may appear in the device list but are on the WAN port not the LAN.

With many users on a slow internet connection you need the router to dod some form of traffic control or QOS. If this is not available in factory firmware there may be an option of dd-wrt that would work, but watc out many hardware versions and firmware options to chose from!

There is something strange in the env re multiple connection entries, but I suspect an issue is the "autopvc_enable=1", if you know the settings for your ISP would be worth making sure you have one and only one connection defined in the web gui with the correct parameters, and try changing that auto...

Can't help re Aztech firmware. Even with Routertech you cannot do it all from web gui, you have use additional script commands.
