I have to ask, how do you know they have been sharing over e-mule? Or in fact sharing at all? How are they connected to your router? What environment are you in, home, office etc? Rather than trying to break all connection traffic to the PC responsible, would it not be more appropriate to stop them ...

Yeah DHCP is enabled for both groups., they are both set up the same apart from the IP ranges. How are the IP addresses asigned? via DHCP? Try static addresses and make sure your wireless is secure, maybe even disable for a trial period.
