Only requires the IP to be 'reserved' the MAC is only really relevant when 'reserving' a DHCP allocated IP to hopefully reserve that IP to be given to the PC with that MAC ! The missing info from the safecom 'manual'. The PC's should ideally be setup with static IP's so that won't change (will usually get the same IP via DHCP but can't be guaranteed). Either way you need to first goto "Advanced", "LAN Clients" then if PC's are dynamic IP click on the box for "Reserve IP...

Even if the router firmware was modified to request a new IP there is no guarantee that the ISP will issue a different IP, unless you also change the routers MAC each time even then the ISP may issue the same one based on your login details !
