Okay so I am looking to make a network available in my neighbour hood, and I need to make a custom router.
What I am looking for is one master (Wireless card) and another that will be apart of the mesh network (the mesh network links them together)
Now I cant just repeat the signal because everyone in the neighbourhood wants their own network for their house. So essentially there will be a mesh network (connecting routers together) and a master (making a local connection). I hope this makes sense. Please help me out with this. I am looking for some wireless cards and a compatable motherboard.

It can repeat the signal, thats kind of the idea, but it also needs to make another local connection. I hope I am making sense.

Why not run a number of consumer routers that support WDS ?

so basically you want a router with 2 separate radio operating at same time
there are specifically some routers which are for mesh networking
but they cost a lot
why?
1. they are rugged and meant for outdoors /have high power radios
2. high gain antenna meant for outdoors harsh environ.
question we want to ask you is what ?
do you not know about the consumer mesh radios(ap) available ?
do you want recommentation for consumer mesh AP's ?
do you want a cheaper alternative (running linux (based) firmware and modifying (both software wise and hardware wise) retail routers ) ?

The issue with just using standard routers with WDS support for one would be the range. Not everyone is going to be a part of this so there will be quite the gap in between people. I was not aware of the consumer mesh radios that are available. I would like a recomendation please, and the cheaper alternative is prefered. I was thinking of making a custom router, we were planning on installing a linux distro, and we kind of got lost before we even started, Because we need the two radios operating at the same time. One for the mesh network and one for the LAN. We would bridge them together. (we couldnt find the right wireless cards or supporting motherboards.) The idea of this is everyone would be able to have their own network (Even though it is linked to one main network through the mesh)

I thought a true dual band router was 2 routers networks in 1, Are you saying traffic on 1 frequency can affect the other frequency?
