RUC Runtime Error 5 fixed

I have had the Runtime Error - 5 error from 1.2.9 to 1.3.4 on couple of different Windows XP machines. After trying all sorts of different troubleshooting methods one thing worked for me: make sure the "Language for non-Unicode programs" is the same as your primary language settings. or set it to US English. This setting is in Control Panel -> Regional and Language Options -> Advanced tab. hope this will help you guys with the same problem.
