thechief has released several DLF file tools which can be used to view, extract and create DLF files:
A command line version (Windows & Linux)
A GUI version (Windows & Linux)
An accompanying DLL
This particular DLF format has a limit of just 15 characters for directory names and 30 characters for filenames, so you need to ensure that your directories are not too deeply nested and that the filenames are not too long.

The DLF file format contains all the files of a particular firmwares in a single file. It is used by router's web interface to upgrade the router (see the second method here pages.php?page=19
