The router cannot pretend to be an IP it isn't, or it wouldn't get the replies even if it managed to send via your ISP outgoing firewall. I think you need a 'friend' in the other country to provide a tunnel for you.

RouterTech firmware doesn't have a vpn client. There are some routers that do, but I don't know exactly what you need to connect to the remote device - you have a lot more memory and CPU available on your PC.

You'd need a copy of pptp-client which was compiled for the router (or compile one yourself) and then configure it to connect to your VPN and also configure routing rules to direct traffic destined for your restricted service to go via the ppp connection established. Not an easy task, but I've seen it done.
