Can anyone other's router be acessed from outside?
I mean by knowing the IP Address Provided by the ISP to other is it possible to hack into their Router's web interface?
I have tried this method but I could login to my router's Web interface and not to any others.
Any ideas guys?

By default remote access is disabled with RouterTech firmware; you'll only be able to access yours because you've either enabled this feature or are connected directly to the router on the LAN side.
Why do you want to access other people's routers anyway? Any penetration testing for either educational or security assessment purposes should only be done on your own equipment or that to which you have been given express permission to access!

I just want to try as I have heard that this is possible. But I cannot do this on my ISP's network.

Don't try it. It is illegal.
