limit speed (client on wireless)

Hi. I'm a bit confused with kBps or kbps in Rshaper/Netshaper.

May I ask for the command to limit a user?
He's connected through wireless. And I want to limit him with 32 kiloBYTES per second (not kilobits)

Should it be rshaper or netshaper? What's the exact command?
